Mask Mandates Enforced By States

I just started using this course, so my questions might be elementary. I live in California and our governor has enforced masks by way giving each separate district to the authority to do so or not. If I have a complaint against these mandates, do I send notice to the County, District, or the Agency enforcing it?
Another question I have is, if I have found credible evidence from medical doctors and scientists showing that the mandates are unlawful because they are doing more harm than good, can that be used as evidence? If another state found this mandate unlawful and won the case in that state, may it be used as precedence?

Everything regarding positive law which is public has to do with the social sciences in relation to game theory. There are plenty of lectures that you can listen to on Youtube as well as books that give you details about how the game works and the different games that are played such as prisoner's dilemma. The mask mandate along with other policies such as the virus information at the hospital that I work at, has legal disclaimers. Public law is never about what is true and just but what is probable and based on game theory. Its not look for the truth of the matter but whether an argument is strong or weak which is different from an argument that is sound and valid. There is no way that the County, District, and Agency has personal first hand knowledge about your health and is making a generalization of everyone's health without any specifics. Nobody has particular evidence of your health to be making any health decision for you as they are not your doctor and you certainly have natural rights to your physical body that they couldn't have based on what is logical. Hopefully this answer helps. Its all about risk and liability.
