Foreign diplomat status not recognized by US Dept of State

Hi,

The US Dept of State has returned my DS-11 explanatory statement and it failed to be included with my certified copy of my passport records.

The problem is that the passport officer redacted the name of the official who processed the record so I can't sue directly, citing privacy. I didn't know that public officials can have this level of privacy. Doesn't this violate my right to confront my accuser?

There aren't really any damages (yet) if I can get this cleared up ASAP. It puts me in a perilous position because I now have knowledge of a felony (18 USC 4) and must report it or become an accessory. But all the courts refuse to hear based upon either subject matter jurisdiction or some other technical matter.

The exclusion of evidence seems very intentional. They want me to take blame for what they have done. I have been extremely diligent in my paperwork, but it is hearsay.

I want to file a petition to force performance, but federal courts say I should use state and state courts say I should use federal.
