Stipulations initiated by Defendant

I am being sued by my county government for non-payment of an egregiously outrageous fine.

I can prove there is no basis for the fine.

I would like to proffer the Stipulation from the defendant's perspective. Can I do that?

they are going to try and pull you into a adhoc no jurisdictional hearing. and most state laws require all trials to be by jury and any trial wihtout one is by consent only. say you don't consent to this hearing and ask for proof they can proceed..
the judge will try and answer .. let him know he has now acting as council to the plaintiff aka practicing law behind the bench .. he will say he isnt ands should remove himself .. all this need to be done with the proper "objection your honor"
they will claim the wording of some arbitrary law that 90% due to the supremacy clause and dosnt prove jurisdiction ... keep saying objection your honor point of order jurisdiction has not been proved ... let the record show the plaintiff has not proved jurisdiction.. after the 3rd time of this they will shut down the case becuase of some hidden to us rules and if they retry you with another judge ... rinse and repeat... .. dont ask for a jury trial they will just give you one lol and then your screwed

County of Santa Clara, California has fined me $13200.00 for not wearing a mask, nor requiring my clients to wear a mask for 2 specific days in my business. I am nearly positive that I was reported by a tracer (someone employed by the county for such a purpose.)

The Governor had exceeded his authority in creating law. He is the Executive. Not the Legislation. He is violating the Constitution of U.S. and California.

There are many other points to make to support my position, but my challenge at the moment is that an attorney with the County Council's office sent me a "courtesy copy" of they complaint they will file if I don't come to some arrangement to pay.

This is an intimidation tactic, however I do believe they will go forward with the complaint if I don't push back. I would like to send a "courtesy copy" of a Stipulation, outlining all the case law and third parties I will enjoin if the County proceeds with its complaint

I thought that the Stipulation would be a good tool to accomplish this. Am I mistaken?

ok this is a mask issue
so what im doing is recusing the judge on zoom
for not letting me in the court without a mask.
goto the court try and go in without a mask.
record it.
they will stop you.
get on a video call with the court if thats what they are doing
and ask the judge why he wont let you in.
ask if he is qualified to give medical advice,
and prescribe a medical device .. the fda has guideline labeling ,masks as medical device when used for covid fyi
he will say some crap about how he is just doing what he is told
recuse him for tampering with a witness,
write a affidavid of truth to this and send it in.

uscode deprivation of rights
violation of due process.. yada yada yada

fyi the govoner dosnt make laws... you must be referring to a exutive order that dosnt apply to you

What I am actually trying to do is win before it gets to the point of judges and court rooms.

I believe that I have strong enough evidence and argument that if seen for what it is, the county will settle. (I hope! ;) )

So back to my original question; Is it possible to file Stipulation document from the DEFENDANT'S perspective?

The course writes one from the Plaintiff's position and I want to know if it is acceptable practice to do it the other way around.

I want to lay it out for them exactly how much it will hurt if they pursue the "courtesy complaint" they allegedly filed with the court.

Yes my friend, I know. And I would like to communicate these things in a bio-available format for an attorney. I have already written letters, ect, ect.

They have sent me a FAKE complaint (complete with cation and line numbers, but no case number). I want to send a FAKE response that demonstrates the most of the cards in my hand (not all ;0) )

SO... my question is what is the format best for that purpose. Will a Stipulation work to get my information across?
