Is their a time frame for deciding when or if jurisdiction is correct. i.e. Plaintiff files and over a year later the judge determines the district court does not have jurisdiction. Attorneys got fat on both sides.

Jurisdiction should have been decided before summons and complaint where served.If as you say it was over a year later and the judge or court or on motion from either party should of dismissed for lack of prosecution.
are you the plaintiff?
If you are you need to re file in the correct jurisdiction.This would depend on
1.amount of money in controversy
2.where the parties reside
3.were the injury happened
Kenneth Some times you gotta do something your self if you want it done right.
